Mrs S Collins
Senior Manager
Preston Magistrates’ Court
Lawson Street
Preston PR1 2QT
Dear Mrs Collins
Your reference: 74374077, 75135247
I refer to the unsigned letter I received from Preston Magistrate’s Court
dated 17 November 2025. I am unhappy with this response because it
appears to me the information I was given is not correct.
If the document dated 14 February 2025 is correct, then why the delay
sending it to me as it is headed Patient Copy? Why did Debra Davies
write to me on Wednesday, 24 October 2025 at 2059, telling me
“I have now received the following response back from one of
our Legal Team Managers regarding your request. This
explains the process for such requests:
“Criminal Procedure Rule 5.9 applies in situations such as this
where a person directly affected by a warrant issued by the
court wants information about their cases. This Rule
stipulates that the Court must not supply the information if it
concerns the grounds on which a warrant was issued.
“Criminal Procedure Rule 5.10 then explains the procedure as
to how a request for the above information is dealt with. The
court must serve on the applicant (that is, the person or
authority who applied for the warrant), the request for
information.
“If the applicant objects to the request for information, then
they must give notice of this to the court and the interested
party no more than 20 business days from receipt of this
email unless this is extended by the court.”

How could there be any doubt as to my right to have a copy of the
warrant when it was headed Patient Copy, unless perhaps that document
dated 14 February 2025 had not been created on 24 October 2025? What
do Criminal Procedure Rules 5.9 and 5.10 have to do with this civil
matter, or was someone trying to excuse a proposed refusal to let me
have a copy of the warrant?
Further, H M Courts and Tribunals Service has parallelled this matter with
Social Security and Child Support Appeals, appeal reference number
SC/123/23/00176. I attended a Social Security Tribunal hearing for this
during the morning of 20 February 2025, which is the date Lancashire
Police executed the alleged warrant, without giving me a valid copy.
HMCTS sent me the statement of reasons for the Social Security Tribunal
determination for which I had asked, on 17 November 2025, the same
date as the unsigned letter from Preston Magistrates’ Court. I had asked
for reasons because the determination of the Social Security Appeal
Tribunal held on 18 September 2025 was inadequate. That inadequacy
was addressed in the statement of reasons dated 7 November 2025.
I have complained to Social Security Tribunals that my appeals were
invariably determined by a Tribunal of one person who did not appear to
me properly trained. The Chair, who is supposed to be a Judge, of the 18
September 2025 Social Security Appeal Tribunal, now with two people,
appeared to me to be insufficiently knowledgeable and was corrected on
her legal knowledge by my opponent. As you can see from the reasons,
the Social Security matter had previously been determined by an alleged
Judge who made significant errors.
In the Crown Court, also, HMCTS staff have been rude to me, and
produced inaccurate transcripts.
It seems to me clear, but this is only my guesswork, that no Mental
Health Act warrant mentioning me was issued by the Court on 14
February 2025, which must be the reason it was not served on me on 20
February 2025, and the reason it was not promptly sent to me upon my
asking the Court for it.
Lancashire County Council may have filed an application for such a
warrant and a District Judge may have refused it, perhaps because I was
not a patient and/or because the Social Workers complained about my
email, which meant I was in contact with them. The staff at Blackpool’s
Harbour Hospital told me to stop sending Social Services email.
My guessing can, of course, be completely wrong, but it does seem to me
if a proper warrant was filed on 14 February 2025 then Lancashire Police
Page 3 of 10
would have served it on me on 20 February 2025.
I think HMCTS should confirm for me in a properly signed and dated
letter that Lancashire Magistrates Court did not issue such a warrant.
One method of harassment Freemasons, of which I am apparently a
victim, engage is arranging for multiple demands to be made of their
victim at the same time, as HMCTS has done to me.
I hope this application to the Senior Manager is not late. I have Autism,
which includes slow thought processes and I have taken time to notice
the information in this letter, and then how to present it. I have also had
computer problems, arising I think owing to malicious software left on
my machine by Lancashire Police and difficulties setting up my most
recent nocturnal breathing machine.
I hope I have put my case ‘simply and clearly’ as asked, but please do
write to me if I have not.
Yours sincerely
T Moore
